Eyes of the Empire Tier VIII won't unlock

I have Cassian undercover at tier 10, and Kleya, Vel, and Cinta at tier 9 and the final tier won't unlock.  That's a lot of materials to invest with no reward.

I tried restarting the PC app and also the android mobile app, same issue in both.
