In modern colloquial English, "they" is often used as a gender-neutral singular pronoun, in the sense of "he/she". That is, the description only means "whenever an Empire team member uses a basic attack, THAT team member recovers 5% health". It does NOT imply that also Gar Saxon or other Empire team members would recover.
That being said, I don't know if the healing for the team member using the basic attack works correctly or is composed of standard health steal only. It would be best to test it with a toon that has no health steal (i.e. 0%).
P.S. The interesting thing about this zeta is indeed the countering mechanics - Gar Saxon gives allies counter chance and assists them in the counter (with his unique skill "Viceroy's Vengeance"), and both counters and assists ARE basic attacks. So the (individual) healing by performing basic attacks should actually happen quite often, both for other imperial allies as well as for Gar Saxon himself.

I have tested it with Empire ally (Magmatrooper) with no health steal - and for only this one ally, whoes do basic attack it works. 5% recovery is so small that it is really not so easy it register.....
And again I have to ask myself - is somethink worse than common health steal (because only for basic attack) adequate for 20 Zeta and 10 Omega? When in Light side there are unbelieve healers abilities eg. "Sith Lord" Wedge with his drawing life from death and enemy pain for all ally or Chirrout with unbelievie recovery, which can recovery from 1% health to 100% with one turn - is ONLY ONE 5% recovery ONLY for basic attack for Dark Side adequate?
I expected the EA to strike a balance between good (Rebels) and evil (Empire), and for the objective of it, when ZETA's abilities with no others effects (like 10% counter chance, 10% defense etc.) is there and there is used word "they" - that they will actually be 5% recovery for all Empire allies. ..but not, cause no ballance, Rebels must be 10 times stronger than the Empire....Again disappointment, agin give ZETA for nothink - cause Empire, cause Dark Side
