GC-Jakku: Resistance not giving episode points for undersized squad feat

I beat the feat with executor with 1 missing slot. Got only complete the battle payout. Tried again thinking maybe because I went in with a full BH fleet team so I took 1 out and had 2 missing slots....

It appears that you only can use the first 3 slots.  I just tried and succeeded.
