Gear indicators in battle not showing up or displaying incorrect gear level

Gear indicators - the coloured circular frame around character portraits - in battle are displaying incorrect gear level. It seems to always show a gear level exactly 4 tiers higher (i.e. if a character is gear 4, it will display gear 8) and any gear level past gear 11 isn't displayed at all, the frame is simply empty.

Looking at a tooltip of a character in battle will always display the correct gear level, so the issue only happens for the target unit frame.

Example can be seen in the attached screenshot. This Kanan Jarrus is gear 6, which the tooltip shows correctly, however the target frame shows him as gear 10. This happens with every single unit in every battle in the game.
