Gungan horn and jar jar

How come when I use horn of Otoh Gunga I can't use it on Jar Jar?  It says target other gungan ally.  Jar Jar has the gungan tag but I can never use it on him.  I can't find anything in either the boomadier or Jar Jars description to prevent this.  

Is this intended or no?
