Inquisitor LSB isn’t showing up for me

I don’t have 7th and 9th lead zetas (yes, I know they’re useless but I still want them if I can get them with LSB) so the LSB should be showing up for me but it’s not. It seems the game only checks relic levels when determining if eligible for LSB, not ability tier. Could someone look into this, because I’m pretty sure this wasn’t intentional.
