Journey Battles doesn’t work

I have been playing for a few weeks and have got to level 85, but I can’t get any Journey Guide Battles to work. 
if I select palpertine the battle button button is green and clicks but never enters the battle mode. I have 26 characters I could select but never get that far. 
what am I missing?
