Kyber LST bug?

I bought the mandalorian kyber LST because it said it would raise all abilities to tier 7. But after applying it to padawan Sabine, it did not raise her to tier 7 for her last ability, only tier 6. Ally code 729-255-454.

Level 7 requires a zeta for her unique lsts normally don't apply zetas
