Valor's description says: "Grant allied Galactic republic Capital Ship 15% turn meter and reduce its Ultimate ability's cooldown by 1 *at end of turn.*" (emphasis mine)
Valor doesn't grant Negotiator turn meter when Valor is applied, only when a ship that has Valor takes a turn. In my arena testing, this seems to be working properly. Hope this helps!
