Some quests were missing maximum level requirements when released on June 6th. This was adjusted with a hotfix. Affected players received make-good with Hotfix 6/18 and Update 6/20.

I have 2 accounts and they both got some rewards but not all of them. They both qualify for newbie rewards as they were under level 85 before the newbie update went live.
