Nihilus's cool down is not being decreased when he removes buffs with his basic attack. I believe this started when his raid version was changed.

Non-raid Nihilus has never reduced the cooldown of Annihilate with his basic.
His basic can reduced the cooldown of "Drain Force", and the use of Drain Force reduces Annihilate's cooldown. A list of abilities and effects can be found here: https://swgoh.gg/characters/darth-nihilus/
