No access to 500cc Relic Amp Packs

Please help - I never have the ability to purchase the 500cc relic amp packs. I understand them being restricted in certain countries like Belgium, but I am in the US and fellow players all report they can see them. I cannot see them in either the Android or PC version of the game. Please help!
