Padawan Omicron Bugged?

I just added this omicron because the way it reads is that when allies use a special ability, if obi has 50% or higher blue bar, then that ally applies a ton of debuffs to the enemy. It's an absolute statement. It does say it might...it doesnt say it will apply a couple....it says it will apply them all.  

 

But..it doesn't.  It's random, and it's maybe a couple. 

 

Additionally, when obi wan uses his special abilities, he's supposed to apply all these buffs to his allys.  But that too is not happening. Maybe a couple get applied but certainly not all.

 

I thought it was working in tier 1 in hard , but it doesn't appear to be working in any tier beyond and I just tested 1 bonus node and it didn't work there either.

    At the risk of making you sound like a novice, are you sure you're not confusing Stamina with TM? TM is what appears during the battle itself and determines how close your toon is to taking a turn. Stamina is unique to Conquest and basically shows how tired or well rested the toon is before going into a battle. Each time you win a battle with a toon, even if they didn't survive, they end up losing 10% Stamina, which in turn decreases their speed, offense, health, etc., for the next battle. Basically, 50% TM is not the same as 50% Stamina. So if your Padawan Kenobi has, let's say, 76% TM but 40% Stamina, nothing's going to happen with the omicron.

    I can't explain why the buffs aren't being granted, unless it's the above mistake. As for the debuffs, his omicron states that the debuffs can't be evaded, it doesn't say they can't be resisted, so if the enemy had Tenacity Up or just high enough Tenacity as a whole, the debuffs won't be inflicted. If you're talking about the Buff and Health Immunity, it says they can't be resisted, but they can still be evaded. I may be mistaken about the evaded part, since I don't have the omicron and I don't know how the ability is coded or whatever. I'm just using cases like Jedi Training Rey and Jedi Master Kenobi. They inflict irresistable Healing Immunity but the attack has to actually land first. If the enemy has Foresight or high evasion or just gets lucky and dodges that one attack, nothing happens.

    Or it could just be bugged. That's unfortunately a possibility considering how many bugs there have been these last few months alone.
