Summarize your bug When I reinforce my Fleet with Phantom II, it is reducing the cooldown count of the enemy Capital ship as well as my own, negating the purpose of using it as a reinforcement.

Phantom II's maximum level Reinforcement ability is supposed to reduce cooldowns on Allied Capital Ships by 1, but has been reducing cooldowns on both my Capital Ship and the opponent's. I use Thrawn's Capital Ship, and am almost always playing against Thrawn Capital Ships. Despite having a max-level double-Zeta Gear 12 fully-modded Thrawn and 7* Chimaera with all maximum abilities and having no dodges from opponents' Tie Fighter Pilots, enemy capital ships are somehow using their Ultimates a turn before me, which is impossible given the cooldown count, unless Phantom II is reducing cooldowns on both of our Capital Ships.
