I have a 7 star Raddus ship, but bonus Tier not unlocked.

Same here…for all Fleet Mastery! Major Bug!
Not a bug. It's part of the latest update. If you have any of the non-JG or Guild Event Store Capital Ships already at 7 stars or at least 330 shards, you no longer have access to the final tier. So if you have Raddus at max shards/stars, the bonus tier for that event is now locked.
