RC LSB not available even with BAM unlocked.

I have BAM and was wanting to boost him to R5 to focus on other G12 toons. RC is already 7* though which apparently exempts accounts from purchasing the LSB? Pay 2 win is one thing, but this is actually blocking accounts that are further along in the journey, from beating lower accounts. People in my fleet seed could be lower, purchase this LSB with a low BAM, and then pass in fleet or GA. All when the purchase is not available for people who are further along. Is it a store bug that I can fix to purchase the LSB or anything that is planned to fix this for players?

I play on PC and mobile. Have checked all 3 stores and it's not available to purchase. My ally code is 377-447-367. Would love an answer to this and I'm hoping it's more than just people being blocked because of 7* RC, or if it is, that it's being worked on.
