Because, the zeta is supposed to remove debuffs from a target Phoenix ally, give them 50% turn meter, and reduce cooldowns by 1. This should happen whether or not they can assist. You used to be able to target a stunned Kanan with this so that he could cleanse the team. Now, you cannot.
