This is by design. Your arena shard is determined when you join. It cannot be changed. If you want a new one, start a new account. If you are only level 70, it will not take long to get back where you were. You can also start on farming the new characters like Phoenix.

    Well yes, one of solutions is to level up to max level and farm character shards on the way there. But it will take me weeks just to be in position where I was when I stopped playing. I really don't like this design. I want to continue where I left it. I have now problems sometimes to reach fourth node in galactic war. Before I had very little problem finishing it all. So for example I cannot farm those green crystals that are rewarded for completing it. Same goes for fleet and squad arena. I am not able to go to higher ranks and farm rewards, because every opponent have level 80+ ale a lot of more power than me. It's flustrating to be cut of the parts of the game just because I did not play it for some time.

    Some players choose to re-start the game rather than try to play "catch up" for 2 years. You will likely never be competitive in your shard Arena without spending hundreds or thousands of dollars.

    I really don't like this approach from devs to players that once played this game and they want to continue where they stopped. I played it for weeks (maybe months) before and if I don't want to lose this progress, I have to pay a lot of money or play for years to cach up? Why would I want to do that? And I don't want to play from the start same thing for weeks again, that won't be fun for me anymore. And if I'll try to catch up, I'll be literally cut of the galactic war, squad and fleet arena.
