Vader's unique gives +8 speed per Sith or empire ally (himself and Palpatine count for +16 each).
That's potentially 56 extra speed on top of the stats you post making Vader 274 speed vs the 243 and 238 of your characters. He should go first and this is working as intended.
Also, due to Palpatine's leadership (if he is present), all those debuffs give a big speed boost to the rest of the team.
