Bump. Kinda surprised this is the only report I can find on this issue (and just as shocked it's not even been acknowledged by CG) - been an issue for well over a year at this point.
Definitely tied to the Qi'ra/L3 SM, as even when starting the SM, it asks if you want to use Qi'ra and L3, as they are 'required for another mission'.
There's probably a hidden Qi'ra/L3 combat mission, probably under the Special Mission on the map, causing the issue.
