Secondary speed stat on mod at 100% but only giving 5 instead of 6

What type of issue do you have? Gameplay
How often does the bug occur? Every time (100%)
Summarize your bug I upgraded a mod to level 15, and even though the speed secondary was 100%, it was only showing and giving 5 instead of 6. To be clear, I bought this mod from the Mod Store, and it already had the speed stat when I bought it.
Steps: How can we find the bug ourselves? Make yourself a mod with a 100% speed stat secondary, and see if you get 5 or 6. Or look at my account. It's the only mod I have on my relic 4 Jawa.

    I'm not going by a rumour that it's a maximum of 6, just look at any 5 dot mod with a speed secondary. It very clearly says "3-6". Not only that, but if it only went from 3-5, how do I have nearly 30 mods with 2 stacks of speed with a speed of 11?

    I have no doubt someone has spent good money on crystals grinding Micro Attenuators chasing that ever elusive 6, but it wasn't elusive, it was actually illusive.

    I'm wondering if the 100% is rounded up. If 6 is rare enough that it's within the top half percent of a slice, that could conceivably happen if your slice is right below the threshold. It would be interesting to see the behind-the-scenes values.
