Ship Banner Calculation is Misleading - With Proof

Bumping this AGAIN because I have lost my GAC by 1 banner. Technically I would have tied so I took in a risky 2-man team and lost.

I just want to know how ship banners are calculated and if there's a way to earn extra banners because based on the video from 2 weeks ago, it appears so.
