If Thrawn simply prioritizes the lowest eHP character, please specify it in Grand Admiral Command's description. Otherwise this seems like a pretty severe bug in the cleanse functionality of Thrawn's move.Steps: How can we find the bug ourselves? Load up a fast R2, BB8 and Jedi Training Rey vs Thrawn, Shoretrooper and a low eHP character like Tarkin. Use JTR's Mind Trick on Shoretrooper while using only Secret Intel and R2's stealth. The current observed AI priority for the targeted ally of this ability is lowest health/protection > debuffs > turn meter. This is fundamentally flawed, which can be observed when Thrawn ignores Shoretooper when he is ability blocked and dazed, but the AI decides to use Grand Admiral's Command on Emperor Palpatine or Director Krennic who have no debuffs, almost full turn meter, but the lowest health/protection (even if both are completely full). The correct AI priority should be debuffs > lowest health/protection > turn meter.

That's exactly what I was referring to and what the issue is. In the steps I outlined, I specifically damage no one so that all thrawn should do is cleanse a debuffed shoretrooper. Instead, he will cleanse tarkin, who has no debuffs but has a lower effective HP.

It's damn frustrating that he'll swap with an undamaged, almost full TM character rather than cleansing a heavily debuffed character just because that character has a high effective HP.

Yes we need to really look at the Thrawn AI. The way his abilities work when he is leader and not leader can be different. As well using his first special over his second special need to be addressed. The decision tree for this is not as black and white as it is currently in game.

This is annoying for me, being a lot newer to the game and not fighting Jedi training Rey teams, but this bug happens against any team! The main (and I mean like 99% of the time) reason I use grand admirals command is to cleanse debuffs off of someone. If no one is debuffed or close to dying, I save it and just auto attack or fracture until someone needs it as a cleanse.

Just because the AI doesn’t prioritize based on what the current meta is right now doesn’t mean it’s broken. If Thrawn was healing a character that doesn’t need it over a debuffed character you may have a case - that was Hermit’s problem in using a weaker healing spell over a more powerful one - but that’s not the problem.

To add to that, it would be best if it were to prioritize debuffs like stun and ability block that completely shut down characters.

It’s absurd, and has been forever. On a similar note I tried using Holdo one time on auto, she cleansed someone who did not need cleansing and healed someone who did not need healing, for the same reason. I have given up they will fix this. If it was a rebel, or someone who is in demand maybe, but they ignore the real issues their hardcore fans have.
Thrawn also has a bug with Nihilus, he makes an Empire team waste their entire first turn due to his unique zeta. How could anyone possibly defend that? Meanwhile there are uncleansable debuffs in this game that a dispeller will NOT try to dispel. Meaning they could fix it, the mechanics are there.

This isn't even a current meta problem. It's just a general prioritization problem with the AI for Thrawn. He won't use GAC unless someone is debuffed (or below a certain eHP threshold), yet he doesn't prioritize the debuffs for the cleanse.
