Unable to use Characters that are eligible for Territory War

Summarize your bug During the current territory war, when trying to use several of my characters I receive the error message, "This character doesn't meet the Rarity Requirement of the battle that you are attempting to enter. If you would like to use this character, please promote it to [ ] Rarity." The characters that I am trying to use are all above the minimum 6,000 power threshold, and there is no consistency in the type of character effected.
Steps: How can we find the bug ourselves? A case was opened (#41335116) yesterday, the agent who I was working with asked that I post this on the forum as well, to back up the report that he made. The case has attached screenshots and was verified by the agent. A wide range of troubleshooting was completed before posting.
