After thinking about it more, now I realize why I decided his zeta was near useless.

In its current form, from zero protection, he will become prepared approx every 10 pulses at my current Vandors stat level. This makes his ability to rez almost useless.

If it worked as described, he would become prepared every 2-3 pulses, making it far far more reliable.

In short the current form ruins his zeta.
