I believe the way it is intended to work is to heal people with less than 100% health, so even if I had BB8 at 19,000/20,000 and my Rey is 100% health at 15,000 I would expect and like this to heal the "sick" person, BB8 in this example. BTW I bought both Sion and Visas (7*), so as a spender, please address this. It should definitely ignore protection since it doesn't restore protection...unless you add that too while your fixing this, I wouldn't complain about that at all.
