Why is the drop rate on PHANTOM II so bad?

Question

I am having a very hard time farming for PHANTOM II ship.

I get max 1 shard/refresh or no shard at all.

I contacted EA HELP and they said to do some steps for troubleshooting.

I cleared the cache , reinstaled the game, played from another device, etc.

As a result today after 4 refreshes I got zero 0 shards.

What is going on?

What more can I do?

The guys from EA HELP advised me to write about the issue here.

I want to say I purchased shards too for Phantom, but others as well. The drop rate is bad, for everything, especially higher up gear and premium characters.
