Continued lag and UI scale issues with 1920x1080p

NOTE: Even if I do change the resolution in the game or windows setting, it's frustrating because its either cut off half the screen or is just a little square box on my screen. It's annoying. I want it to fill my whole screen, please. I want to be able to play it like that normal and windowed mode is trash because I can't adjust the size of the window either. It's just a small box.
