Fullscreen windowed is BROKEN in both sims 1 and 2 legacy collection

Question

Just like in the title - when switching screen modes with ALT+ENTER, I have 3 modes:

Exclusive fullscreen - for some reason when I play in this mode, as soon as i click on the game with my mouse, my monitor turns off and then it turns on with HDR disabled.
Windowed - works correctly, a small window with the game opens.
Fullscreen windowed - BROKEN - the title screen and taskbar are visible and covering parts of the game.

Someone even created a mod to fix this issue for Sims 2 (Lazy Duchess — TS2 Extender for Legacy Collection), but not for 1.

Are your graphics card drivers up to date?

Have you tried disabling "Full Screen Optimization" on Windows settings?

Is the "Turn off HDR" setting on for Sims.exe by any chance?
