hi mate54 thank you for checking this out - i do also encounter those issues you mentioned like in BC, sometimes I cannot click the arrow buttons properly and I needed to speed up on clicking those arrows just to get to the next page lol.
the 12 stories from BC are generated from UC as I do not have the disks anymore, and I believe it should have all the packs as it is from UC and the 12 stories are generated as well from a fresh save. the original neighborhoods (Pleasantview, Strangetown, Veronaville) are fine, however starting with RH and BC (not sure for DV) neighborhoods, they have issues when being generated for the first time in the game as per your investigation.
If you temporarily generate a fresh save folder (move The Sims 2 Legacy folder from Documents\EA Games\ to your desktop), does it still happen? Answer: Yes, even when I start from a fresh save and regenerate BC and RH using the legacy version, BC still has 6 stories instead of 12 and RH is still broken only after the BC is generated:
