Glitchy toddlers

While trying to learn toddler skills no matter how long i try to teach my sim talk, walk or use pottychair the skill bar does not progress, therefore, they cannot be learned 
Also upon reloading my sim had a body of toddler and a head of school age child which is kinda creepy
