Sims 2 DirectX 9.0c error (steam). ‘-w’ helps, but how do I make full screen?

Sims 1, no issues. 
sims 2, I get this error: 

“Failed to find any Direct 9.0c compatible graphics adapters in this system! Please make sure you have a Direct 9.0c compatible graphics adapter and have installed the latest drivers provided by the manufacturer. The application will now terminate.”

I can make it work with “-w” in Steam settings (where I purchased it) however I’m unsure of how to make it full screen instead of in the window. 

for those who are having issues on steam, I’ve personally found going to “properties>general>launch options, then add ‘-w’. 

can anyone help me make it full size in stead of windowed?
