Sure- if they're a household (All living in the same house) and you know a few then the option to invite the Household should come up on the phone. They don't all have to be friends or all know, I believe.
By phone - there is an option Groups -> Manage Groups. That's where you name the group and put the Sims you want in that group. When you want them to be together~ outing - then you use the Group Option and invite them over. They'll all come over...
You can have the poker tables set up or the pool party set up... and then influence some and do whatever you want.
