Actually, if I recall well this bug mainly stems from a conflicts with mods. I can't recall which, I think it was overwatch or something.
Did you use any mods? Did you try deactivating them?
Already tried that, and still not working.- i dont use any mods the button just isnt there for me.
Jillyson's screen cap is the same thing i see for my sim in CAS :/
i guess i have to wait for he next patch to fix it hopefully.... - Me too, no mods. Other people are saying they can do this in CAS when they first create a sim, but once the sim exists, many are not able to enter that screen again.
I hope it's an issue that can be fixed, because I really want to use this feature. I'm sorry others are having this issue, but at least now I know it isn't something I did wrong. - I'm having the same issue. The button is only there if you're creating a new werewolf in CAS, not if you used "testingcheatsenabled true" and then shift+click to edit your sim. This makes me sad as I changed a regular sim to a werewolf via the elixir but would like to fix his wolf state (the hair-do is horrid  )! Hopefully, they can patch this cause it kinda sux!
- Yeah, this thing about brought me to tears. I made a sim, made her just the way I wanted, and eventually one night, she just got promoted and got a new work uniform (may or may not be related) and it was full moon and she transformed as soon as she got off of work... and all of a sudden had completely different hair and body hair (which I opted out of).
Now the sim I created to be just the way I want is stuck having awful hair and covered in body hair and I can't do anything about it. Can't edit in mirror, can't edit clothes, can't even edit in teasting cheats enabled. Basically the only way I'd actually be able to have the Sim the way I want is to delete her, remake her from the beginning CAS, and hope against hope it doesn't happen again, which it probably would like when she ages or transitions.
Also, anyone else having issues with career outfits since they brought in the option to edit career outfits? I only have a couple of fortune teller outfits showing up, and only one of them is an actual outfit; the other two options just put me in something that looks like my regular clothes. - Her hairstyle just changed again. >_<

yeah my sims outfit is always changing for some reason!
but i can't get rid of his silly lumberjack beard
I hope the patch comes out soon- Yeah. I kind of find it odd myself.
Then again, part of it was that it sounded like in interviews that when your sim changed into a werewolf or any other supernaturals through the course of gameplay, that we would also be able to customizes their looks as a supernatural then... sounding like we would be brought to the CAS upon their transformation into a supernatural.
Yet, we do not get brought to such a screen and the appearance itself is randomized at best, without any option to control what it will looks like.
With the werewolf, it is a bit eyebrow rising that you mentions it's literally a different look at every changes, in fact.
I wonder if that's because we were indeed meant to have control over what the sim would look like, but that they also had attempted to put in a system that would make it such that NPCs who would be turned throughout the course of play would get a randomized appearance of their own, so no two supernatural townies of a same "species" would look the same....
and somehow, this randomization system would have borked the ability for player to customizes sims when they are turned into a supernatural as the randomization codes would overides the codes that would have been supposed to bring us to the CAS?
Then again, I don't even know if we're supposed to customizes sims who get turned into supernatural through conventional gameplay(as opposed to created as such in CAS), or if it was just a misreading of announcements and what others players had told me after they'd watched the livechat. - I have the same problem with editing the werewolves and the only I've been able to do it is to take them into CAS using the mod MasterController. If I use it to edit them the transform button is there to change them. If I just use testingcheats the button isn't there to change them.

Also, for those who've seen the livechat... my sims can transforms into werewolves, but weren't we supposed to also be able to edit the ability of sims bitten(as opposed to created in CAS at the start of a game) through gameplay, as well as the choices of outfits when transformed(I think I recall such mentions when they reffered to the new torn or ripped clothes...)?
I haven't seen the livechats, but I was under the impression that the "new CAS" would allow us to customizes even sims who were bitten by werewolves or vampires or turned into fairies through gameplay by bringing us to the CAS to customizes their new supernatural appearance when they would change for the first time after being turned or infected.
Anyone can confirm or deny this? As when I made a werewolf/human couple, when the werewolf bit the human and the human shifted for the first time into a werewolf(which he did, taking on werewolves looks), I did not get to control what he was to look like as a werewolf...
Don't think it's Overwatch, since I have that and have had no problems -- it could be conflict with mods that provide additional body sliders, or maybe CC skins but I'm not sure. Unfortunately you can't assign a specific type of clothing to a Sim in werewolf state (which they really should have allowed), but you can use one of the three clothing choices in each category from the Plan Outfit... option on the dressers to add in a special outfit you can then change the Sim into after he changes form.
I've never been able to take a werewolf into CAS when s/he is in Werewolf form, but I've taken them in while in human form and been able to adjust their appearance by using the Transform button.
