I downloaded some terrain paints but they extracted from the zip into sims3pack files and those don't show up when I go to "Add a layer" in the Terrian painting in CAW. If the texture is in Sims3pack form, are you sure it's not a texture for in game use? Textures for CAW are usually in .dds/tga/png and can be viewed as a picture.
