I have seen that counter in buy mode in my game but I do not remember downloading it from anywhere. My guess is that it must have been part of another world which I have installed some time ago (since I only download worlds from the exchange).
Oddly, it has always had the "sims 3 store" icon next to. I assumed it was included in Hidden Springs or something so I thought nothing of it. I have not used it in any of my lots so it should not be in the world. I'm very sorry I did not notice this problem earlier.
I will download this Custard program and check it out now. Bear with me...
