crawler1218 You don't need a mod to install custom content. There are two types of cc: .Sims3pack files and .package files. The .Sims3Pack files go into Documents > Electronic Arts > The Sims 3 > Downloads, and once there, you can install them through the launcher like you would Store content.
For .package files, they're installed like mods. You do need a Resource.cfg file, but it's not a mod, just a configuration file to tell the game how to load the files. Here's an install guide:

You can use ctrl-F to search the page for resource to find a download for the Resource.cfg file.
