When you moved them out and back, did you copy the residential lot down to the bin, bulldoze the original, and replace it with a copy? Without those in between steps, the lot won't be fully restructured. This is within Edit Town, by the way, so not really moving them out but Evicting them and then putting them back into the replaced residential lot.
