Try if you can move out and back in via edit town.

Did the social worker leave ?

She moved after i reset her, still didn't have the puppy or the puppies icon on panel

    Who moved ? The social worker ? Do you mean as in left the lot ?

    Did you try moving your family out and back in as suggested above ?
