I bought my games in Germany because I lived there at the time. However now I live in the U.S. and it's rather hard to get the german version here, so if I buy new expansion pack in the US will they work with the games I already have?

The Sims 3 for Windows and Mac OS X is region free. Consoles such as the Wii are region locked.
But some languages will not work with other languages (e.g. Japanese text on English Sims 3 will appear as underlines). That will not be a problem with the German version of the game, though. 😕mileywink:
You can always register all your games here:
https://www.thesims3.com/registeragame.html
They will show up in your Origin client after that and you can download the language version of your choice.
