If "inactives" = sims I don't control, the answer is: I'm not 100% sure. I'm playing in MV and put the toddler items in the Library. Didn't place the store venue. My sim autonomously placed her toddler in the playpen - so that part worked. And her toddler used it without a problem. Also the walker. However, the items are in the children's area on the top floor so there may not be enough pull attached to the playpen object to get NPCs to climb the stairs and deposit their own toddlers. I had to direct my sim to use the stairs to get her to the right area.
When I go back to the game, I'll move a playpen to the first floor and see what happens.
Sometimes I wonder if the problem isn't the venue. Right now, I'm playing all new games in a clean new reset. None of them have the venue placed, just the objects - either in the Library or on home lots and - so far - they have been working for my active sims. So far. If the problem is the result of an accumulative corruption, it may take a while to show up.

Yes, I meant "the townies". They can't use the playpen ever since it was released. I'm not sure about the walker, though.
