Building ports in The Sims 3 Island Paradise

how can I build a port in sims 3 island paradise?

I've set the lot type to port and build a structure similar to the other ports but it doesn't operate as a port. I cant build a houseboat on it and not sure what to do now .... please email me to explain how I can do it.
