@Lsotis123 Are you using an admin Windows account? If not, this block is normal and part of standard Windows user controls. Just get the person who has an admin account to make the changes you want. If you do have an admin account, you should be able to click Yes or Okay to make the changes.
A possible workaround would be to uninstall Sims 3 and reinstall it into a new folder you create yourself. The folder should be on the root level of the drive of your choice, for example C:\Games is fine, but not C:\Program Files\Games. This would get around the restrictions on changing data inside Program Files.

I actually got around the problem by just putting the graphics settings in the game to max. I just hope the game won’t be way too laggy and slow because of it. But if I need to put in my graphics card in the future I will absolutely try your solution!

@Lsotis123 I would suggest turning down the high-detail lots setting, to 2 or 3; and turning down water a bit if you see any lag or other graphics issues. These are the two most demanding settings in terms of their impact on the game engine, which can only use 800 MB VRAM even if your graphics card has much more. Higher settings are great for taking pretty screenshots but not for performance.
The other graphics settings are probably fine maxed out.
I just checked the deviceconfig to see it it still said “0 found 0 matched” and in some magic way it seems like my graphics card have been recognized, cause now it says 1 found 1 matched. I have no idea how this happened since I didn’t think my sgr files were edited but I checked them again and the changes I made have been saved in some mysterious way?
@Lsotis123 The DeviceConfig file doesn't update until the next time you launch the game. So it's possible that you initially checked after applying the correct edits but before the file updated, and therefore still saw Found: 0, Matched: 0.
Regardless, as long as your GPU is rated correctly, at the top of DeviceConfig, you don't need to worry about it.
