What is your game version?
Are you getting any error messages?
1.67.2.024017, it says it is up to date.
And the installation cue error is "Installation failed: please nake sure your game has the latest Software Updates and try again. Done!"

Other than that, no error messages.

If you go to your purchase history: https://store.thesims3.com/purchaseHistory.html I assume nothing of your old content appears?
Did you get a game advisor to delete your account or did you do it manually? If a game advisor - did you mention the fact that you had all the content, etc?I found these:

A game advisor deleted it, I told them that I had CC. I assumed since I had downloaded it on my old computer with my old account that it would be transferable.
If not then it's a real bother as I have spent easily over $200 on the Sims 3 Store.
