I uninstalled it from the programs directory under the control panel, and it uninstalled successfully with the exception of that one file. I cannot delete it, manually or otherwise, as it keeps telling me an administrator is the only one that can access them (which I am). I cannot move it, I cannot edit permissions on it.
There's a program called unlocker (just google).
That should unlock the file so you can delete it.

Man, even unlocker couldn't deal with it initially; had to remove the folder upon reboot. Worked though, thanks much! Gonna see if I can get the installer to work properly this time.

Same thing happened upon reinstalling the game. It installs correctly, then I go to update. The update downloads completely. 90% through installation, while on the previously mentioned file, I get this message:
The following error occured on the file C:\Program Files (x86)\Origin Games\The Sims 3\Game\Bin\TSLHost.dllCannot create a file when that file already exists.
(0xb7)I ignore it, as retrying is unsuccessful, and aborting and restarting the update results in the same thing. Upon completion, the launcher crashes and stops working every time I start it up. Same issue.

You haven't answered my question about your game version yet:
Did you buy the disc version or did you buy the digital download version on Origin ?

Sorry, thought the file path would indicate that. Downloaded via origin.
