There's a program called unlocker (just google).
That should unlock the file so you can delete it.
Same thing happened upon reinstalling the game. It installs correctly, then I go to update. The update downloads completely. 90% through installation, while on the previously mentioned file, I get this message:
The following error occured on the file C:\Program Files (x86)\Origin Games\The Sims 3\Game\Bin\TSLHost.dll
Cannot create a file when that file already exists.

I ignore it, as retrying is unsuccessful, and aborting and restarting the update results in the same thing. Upon completion, the launcher crashes and stops working every time I start it up. Same issue.

You haven't answered my question about your game version yet:
Did you buy the disc version or did you buy the digital download version on Origin ?

Sorry, thought the file path would indicate that. Downloaded via origin.

And I assume it does show up on myGames in the client ?
