Hey arsitu,
Have you tried clearing the EA app cache? There might be some files in there causing issues with your download.

yes i tried but didn't work
arsitu Try uninstalling and reinstalling your VC++ runtimes: 2015 and newer, and 2005 x86. The EA App uses the newest runtimes, and Sims 3 uses the 2005 x86 version. Open Windows Settings > Apps, scroll down to the Microsoft Visual C++ Redistributables, click the 2005 version (it won't say x86, but it's the right one as long as it does NOT say x64), and uninstall. You can download a fresh copy here:

You only need the x86 version, not the other two. Restart after installing the runtime and before trying to download your DLC again. And try installing one pack at a time; let me know whether some install and others don't.
If that doesn't help, repeat for the 2015 and newer runtimes, both x86 and x64.

You need both the x86 and x64 versions of the 2022 runtimes, but none of the others listed.
