Can't open launcher because of the error CLR: 80004005

Hi, when i try to open the sims 3 launcher it get's an error that says Error CLR:80004005 The program will terminate now.

and when i turn on my computer that error and another error pops and the other error says that i'm missing this .dll file HandlerapiCtr.dll that should be located at: C:\Users\Usuario\AppData\Local\CRLAuthenticationserv\HandlerapiCtr.dll  

but when i go there there isn't any files so im missing the dll.

Someone can help me please?
