If I move my family out and start a new game, if I move them into Starlight Shore again, will there relationship still exist or will I have to start making friends with the other sims in the neighborhood.

You will lose relationships with the townies. But I recommend not moving them back into the same town.
Do you use custom content/ any content that is not made by EA? Items installed from the exchange on thesims3.com often have CC with those items, sometimes unintentionally attached to the items.
Are you used to navigating the folders and files on your computer?

I know how to navigate thru folder and files on my computer.
I have three mod in my game, no mosaic, a wristwatch that is for adult is for teens, and no relationship with vehicles.

Okay. You will need to remove them before cleaning up your game.

Followed the step, the Test game in tutorial mode work fine, but the next game in a different town started to act like my last few games.
I couldn't get a athletic point, first day went to gym, worked out, and the meter won't fill.
Only a little bit of the meter would fill and that was it.
