Followed the step, the Test game in tutorial mode work fine, but the next game in a different town started to act like my last few games.
I couldn't get a athletic point, first day went to gym, worked out, and the meter won't fill.
Only a little bit of the meter would fill and that was it.
How long, in sim time did it take for the meter to fill a little bit? Did your sims mood meters drop? Usually, when the mood of a sim is up, they learn things faster. If everything else works okay, the skill meter may be a glitch.
The meter fills with just a little bit right when they start exercising. Their moods are in the green, no negative moodlets.
I recently installed University Life and everything seems to be working fine.
Haven't had that problem with their athletic skills yet.
No problems with Edit Town either.
